Google News - confusing T&C

It's against Google's T&C to use their RSS feeds, yet Google want you to

Google say, on their Google News RSS feed pages...

We invite you to make noncommercial use of Google's RSS and Atom feeds on your website subject to these terms, Google's Terms of Service, and the Google News Terms of Service.

...except their Google News Terms of Service say, in part...

3. Use of the Service. You may not do any of the following: [...] take the results from the Service and reformat and display them [...]. You also agree that you will not use any robot, spider, other automated device, or manual process to monitor or copy any content from the Service. If you are uncertain whether your intended use of the Service is permissible, please contact us.

The first says I'm being welcomed to add their RSS feed to my website. The second says I'm not, under any circumstances. And, naturally, 'contact us' isn't a link to anywhere, so I can't find out which is true.

My actual query was whether placing these RSS feeds on a site which contains Google AdSense advertising, but is free for users to use, is "commercial use". I don't see it as being, but Google might well disagree, and I certainly don't want to upset them. Any idea who to contact?
