optimising KW% using form elements drop-down boxes

In the continuing game that is "legitimate optimisation" Vs "spam stuffing" I wanted to enter a term DDS or drop-down spam, as something I am seeing much more of. This is typically where large portal sites use drop-down lists, sometimes the same drop-down 3 times on a single page to increase the likelyhood of SE's picking up secondary and tertiary keywords from this pepper spraying throughout a webpage.

It's legit, but when those drop-downs lead to empty pages is it spam?
