Spotting a cloaked page?

When you perform a search in Google and a top ranking site has a PR of zero (and therefore nothing to show as a cashed page) and other pages in that site have a 4-5 PR.
Is that because that are using some form of IP delivery cloaking and they have added
<META NAME="ROBOTS" CONTENT="NOARCHIVE"> to the pages they serve up to the googlebot.

The reason I ask is that I see some of my top competitors with home pages and when I look at the html they have absolutely zero keywords.

Just becuase some page has <META NAME="ROBOTS" CONTENT="NOARCHIVE"> you cannot say that they are cloaking... there are many reasons for using noarchive tag.

So what besides this tag makes you feel that the site is cloaked? and if you are sure.. then I would highly recommend you to fill out Google Spam Report.
