Onpage and Offpage Link Developement

which is have more important for seo: offpage or onpage

We are giving a lot attention to off-page phase of seo. Off-page is important factor.
What I feels that on-page is equally important, days are gone when bunch of sites giving you vote (link) irrespective of the content and quality of targeted - page content.

Is it Unbiased (if not link-exchange, what left then?) link-exchange has been more-abused by webmasters now.
Directories only few are serving the purpose other creating mess. No wonder, google may/have start filtering them.
Links from content page (articles, blogs, paid content- page). Blogs make sense if updated regularly. We can get a link from blog that will be added in our back link but the importance of that link will help if that blogs updates regularly.

Offpage link serves its true purpose only when it is unbiased?
If its only link- then it will not help that much in ranking, yes it can help in PR and backlinks.

Once site is forced from off-page factor, now its content responsibility which should hold the rankings. After all site is nothing but some quality content (information or service) by an author/merchant. If the content is good peoples who visited your site may discuss it in some online discussions. Directories select only those sites which are providing some information uniquely, so what if it selling something.

One more thing content can help in Actual Keyword conclusion for G through internal lexical analysis of that page/site.
I have seen webmaster discussing that off-page thingy have much importance. What I thought it should be 50-50.
I am specific to my knowledge and observations here. Please correct me if I m wrong.
