Google's caching of site's, is this a sure fire way of keeping your page rank down ?

If google has the noarchive against it, will it come back more and be more responsive with it's ranking allocations for serious page changes - working on the lines of opto-ing for google ?

I don't think nonarchive tag affects the ranking of the page in any way.

While I read different opinions on this forum, my view and experience is that nonarchive tag has nothing to do with the relevance of a given page and, while respected by Googlebot, is ignored by the ranking algo.

And now for the counter point of view: We've tested on 12 domains. All 12 domains dropped in rankings the following update after adding noarchive.

Several moderators who's opinion is held in high esteem feel just the opposite. You make the call, but approach with caution.

My suggestion would be to try it on a few high ranking pages that have had stable high rankings and see what happens to them the next update. If no problem...go for it - else it's a judgement call.
