This is one of the required features for a powerful community.
Many times it becomes very useful to describe a problem with an image rather then writing 100 lines.
This saves time for readers as well.

To restrict spam here, Full Members and above can be allowed the same.

Perhaps in the CSS forum (and maybe the javascript forum) this would be useful, but I don't see a need for this in other forums.

If this were implemented, I assume it would be for screenshots only, therefore I would recommend restricting the format to 256 color PNG images only. These are smaller and much higher quality than jpeg images (assuming the color reduction is done properly).
