I am just now beginning to venture into the video/YouTube thingy so I may have a case of 'video on the brain" so if this is so far outside the box then that's why.
I would like to offer an idea that a video section of the forum where the forum topic is started by way of a video could be interesting. It could also be a way to relax the rules about including urls. Your draconian policy on those need to go but perhaps allowing self-embellishing videos may be a sort of middle ground.
I just participated in my first "bar camp" here in Orlando. Bar Camps are where they hold an all-day open topic seminar by any speakers that sign up. The audience votes readily "with their feet" and spammy presentations find themselves talking to themselves and an empty room. I think you may overate yourselves and underrate your users by taking the URL censorship role so seriously.
Starting a forum post from a video does not mean it would all have to be "spammy" anyway. It could be about a coding technique, an opinion about a new technology or a host of other topics. It just could provide the fodder for discussion in a different way.
