How to install development environment on Windows 7

I've spent a few days figuring out how to run php on my Windows 7 machine so I can test my stuff before sending it to the live server. So far I've tried:
  • XAMPP - got it to start up without errors but my localhost is always blank no matter what
  • WAMP - won't even start. I get "php-win.exe - The application was unable to start"
  • EasyPHP - as the name would suggest - Easy... ok, won't start, "eds-httpd.exe - The application was unable to start"

So, I've made sure I have the recommended Visual C++ upgrades, no dll files missing, all necessary ports available, all components added to the Firewall whitelist.

Is there a dev environment for Win7 that is made for people whose IQ is less than 160?
