GTM: Fire event after multiple actions were performed

Hi guys,

Im trying to figure out if its possible in Google Tag Manager to fire a specific event after a series of actions was successfully performed by the user.
Example: I want to measure how often action a was successfully achieved, but only when action a & b was completed before.

How is that possible with gtm? since its a flow the users goes through, i also could create a funnel for it in analytics (via page views) but since im trying to measure lots of different flows and im only interested in the number each flow is successfully completed by the users, i thought measuring it via events might be more efficient and easier to analyze later.

Im happy for suggestions how to tackle this in gtm!
