US Advertising Networks still in the 1960s

I have worked on many sites, where I have also used Advertising Networks CPM banners to get a income. Some of those sites had a lot of images in many categories, those images are non nude images, goes from Nature to girls in bikinis. Now the problem with different US Advertising Networks are they all seems to still live in the 60s when you look at there view of how to look /judge if a image is family friendly or not. The worst is Valueclick they have found a image they think was to "wow", they cancel the account at once, no chance of removing the image or see if it even was a mistake.
Google adsense they have a more human way to go by this, you get 2-3 days to correct the problem, but they even think a normal Carton "non realistic art" is to "wow"., but you have a chance to remove those.
Now all of US Networks are like that, I just dont get it, I even have people here which are older then 70 and asked them if they think this or that image is to "wow" or not, 100% said no, but the US Ad Networks still seems to live in the 60s view.

Why is that, I just dont get it.
Also is there any European/Australian based larger networks which one could use, I just dont want to remove images which the users love and which is ABSOLUTELY non adult, just be cause of US networks.
