What is the display hierarchy?

If I want to shoot for exact phrases (long tail), what is displayed first in the search results, the "broad match" or "exact match"?
What if the "broad match" phrase/keyword cost $3 per click, yet the "exact match" containing the same broad-match phrase cost only $.20... will the exact phrase still be listed first?

I have absolutely no idea on the internal workings of YSM!
Given the loss of MSN and the rabid introduction of YSM! search partners, I would take a wild hunch that the $3 click would take precedent.
Probably not the answer you wanted, but hey, I need to bang my drum!
