| Accepted into YPN but "banned" from search

How can a site be invited into YPN-Beta and also the Y!directory but be "banned" from search. Furthermore, the site is rejected from SiteMatch. How does Yahoo expect their YPN to be successful under these circumstances? There has to be a review process for YPN and getting into the directory, so I guess I just don't understand their philosophy here.
