Alright so I made a layout by designing it in photoshop and then slicing it and running it through dreamweaver. right now though there is no code in it so i want to use wordpress to run all my code. is there anyway to use my already made layout and just integrate wordpress into it? or maybe use it as a skin over wordpress's page?

Use your template to create a theme. Theme Development [codex.wordpress.org].

There are a variety of themes you can get that give you different options. For example, you could take a basic theme and make it your own by altering CSS, etc.

But if your design is more unique (i.e. perhaps more magazine style format than normal blog layout), then you should look at themes with options for layout.

Depends how comfortable you are building a theme from the ground up or not, but there are plenty of options out there.
