Personally I keep it around 5-7 max. Anything more would begin to dilute the value of the tag and post IMHO.

Use your targeted keyword in url as well title of blog post and give only one tag which is your targeted keyword.

According to me 4-5 tags are maximum for your blog post and put your tageted keywords in your blog post title also.
