Hi guys, would you please recommend classy forums for the target audience for our contest to be found on (WordPress theme creation)? Should Theme Contest announcement be published on freelance portals? Could anyone suggets any other ways to attract users to participate in Contest?

You might have some luck on the sites that promote theme developers and have a forum. Also try using Twitter with the #WP hashtag.
