Can't get subversion to work correctly

I've used subversion before but only on the client side for checking in files and things like that. I need to use it for a project I'm working on so I had my hosting company install it for me. I was able to figure how to create a new repository and I was even able to import files into that repository using tortoisesvn but I can't seem to check any files out from the repository. I get the following errors.

Error REPORT request failed on '/svn/!svn/vcc/default/'
Error Not authorized to open root of edit operation.

I've found a few other posts on the web that listed similar errors and how to fix them but none of them seem to work for me. I'm using tortoisesvn in vista as my local client and I have a linux box that has subversion installed on it.

Is there anything in the setup process of subversion that I could be missing? I'm guessing my hosting company just did some sort of "out of the box" install of it. I know that this is probably not enought information on it but I really don't know much about it so if there is anything else that you might need to know to help out I can probalby find it out. Thanks.
