Any small servers that support PHP as a module?

I'm looking for a small footprint server that supports PHP as a module. I've tried Cherokee, but it'll only support PHP as a CGI and for some reason that keeps certain images on my development sites from loading.

I'd prefer something that works on Win2k.

Try an Apache installation. You can download easy to install archives for windows machines.
Easy to configure via a text file.

That's what I'm currently using. I'm looking for a much smaller installation than that. Though less functional than I needed, Cherokee was much smaller.
