What's up with the time stamp?

I am in the Eastern Time Zone. Currently have my TZ set to Atlantic because WebmasterWorld is THE ONLY SITE ON THE PLANET that can't deal with Daylight Savings Time. So ok, but all the posts today are hours ahead of my local time. What's up with that?

For example, it's 9:04AM my time when I just posted this ^^^ and it went in at 1:41pm.

Factually incorrect ;) You'll also see the issue on any site that uses php/bb2 without the added Time mod. (I don't know its official name. Yes, there exist sites that have refused to upgrade.)

Sometimes all WebmasterWorld timestamps are in UTC instead of my local time, but that's in "well, whatever" territory. Fetch does the same thing in certain environments-- even though I happen to live in the same time zone as my sites' server.
