afaik the unanswered threads list is in chronological order and then times out of the list after a few days. (a week?) it starts with the oldest unanswered threads, followed by the oldest threads with only one answer, followed by the oldest threads with only two answers, etc.
filtering out "moved" from "unanswered" is a great idea!
i would suggest using the bug report form which you can reach from the footer of every page:
