Show how knowledgeable you are by answering questions on various SEO forums and you will get contacted by potential clients.

Are you already working as an SEO freelancer or you want to work as an SEO freelancer...I would assume that it's the later one..coz if you were already working as a freelancer..you would have known how to get contracts.

In addition to what my fellow poster has posted above, you could contact local web designing firms that don't offer SEO services and make a deal of whoever coming to the designing firm and wants to have SEO done on the website as well.... the firm will outsource the project to you..and in return you could either pay them a small percentage of the package amount as a referral commission or offer them to optimize their own website for free [assuming this will be a one time thing and the next time onwards you will have to shell out some money as referral commission]
