Unfortunately, I don't think we can discuss specific service providers here. The best term to search for is probably
"(world-wide¦international) did" Actually, MOST VOIP providers offer this.

Yep - I would think this should be fairly easy to setup in skype. You can purchase skype in credits relatively inexpensively, then have it ring to a cell phone or something.
