Adobe Reader Combined with Web Nav Bar

I have a client that has requested something I haven't seen, but still may be possible. He has a number of PDF brochures/documents that we have saved as PDF documents. On the page if you click the link for it the PDF will open in the browser in its own window.

However once it is open and you can read it he would like some type of web bar floating at the bottom that would say something like "like this product, click here to schedule a service call" and when you click that link it would go back to the web site and to a contact form.

He wants this web bar to float at the bottom of the browser window when you are looking at the Adobe document. He was hoping it could be big and bright and difficult to miss.

He didn't have an example of this he has seen and I don't recall seeing anything like it before either so I was not sure it was possible.

I thought about embedding a link in the document, but his vendors supply them and he can't edit them so this would have to be something that rides on top.

Does anyone know of something that will do what I am describing?
