Switch images on hover

What is the all-around best method to use for switching images on hover? Since they're product thumbnail images, I think they qualify as content so I need to consider SEO.

The methods I know of are CSS3 transform scale, CSS sprites, CSS background-image, and Javascript onmouseover with a preload.

My experiments with CSS3 transform scale always lead to blurry images even when the image's full size is larger than the size to which it is being scaled. I think I've specifically read that CSS sprites and CSS background-image have SEO implications. Is Javascript onmouseover with a preload the way to go?
