Look in your browser history ..go to the sites..right click on the background or hover over it and look in your status bar..that will tell you the who the what and the where..:)
You might be the only one here who has seen them..or it might be that from your description it is impossible to know what you are describing..
Only thing I can think of is some sites that use a "background container" larger than the site..do use ads in there ..The Register has run some..
I have seen some elsewhere on sites in France for one of our telco / ISPs..

That's the type of ad's I'm referring to - the Justin Bieber thing on the left and the right.
I'd like to put those ad's on my site. Any idea where it's coming from? It's on the Perez Hilton site right now.

Yes that is what I meant..el reg and others have run them ..they do get your attention ..:)
They are called "wallpaper ads" at Burst Media ( look under "rich media" )
or "background ads" at others..
Many offer them now..try also adonnetwork
or search for those terms..

Thanks Leo! I wasn't accepted into Burst but I've now applied to AdOnNetwork.
Couldn't find any others to apply to, those ads must not be commonplace yet. Hopefully I'm accepted into AdOn so I can try them out.

btw..you can also make these kind of ads yourself..or offer them to customers who would like to advertise on your site..
Simple CSS will set them out from your site, and if you want you can "rotate" them with PHP and serve them via Geo targeting the same way ..the site you mentioned above serving them ..does not do so.. to me ..the ad you saw was not relevant for my area , so for me they serve "vanilla" background..but if they had the inventory we could all get different ads based upon our IP ( region, country, locality ) that is how I serve ads on some sites, as do many others..
You can also use php to switch between adsense and other ads ..depending on where the visitor is from..
