Im am considering creating a message board, similar to this one.
Does anyone have any suggestions on where I can start?

Maybe you should take a look at [webmasterworld.com...] to have better suggestions in that level.

i would start by studying your open source software options by going to repositories such as sourceforge or hotscripts and searching for message/bulletin board or forum software.
i'm guessing the most popular open source software is phpbb and commercially you're probably looking at vbulletin.
