How to choose a designer and consultant

I am a small business owner and about 10 years ago I poured over webmasterworld and learned a ton about webdesign and SEO, which I used to build my current site.

Now, it is well past time for an upgrade. However, so much has changed and I don't have the time to relearn all I need to know for the site redesign.

In searching the web, there are TONS of companies out there and I'm not sure how to best go about interviewing designers and seo consultants for the projects. What criteria (besides price) should I use?

My site is about 70 pages, in a smaller niche (team building companies) and has done well, but not spectacular over the past 10 years. There is lots of opportunities to dominate in this niche if I find the right help.

Your advise is appreciated.
