I want to know, if i can name same file under different folders. For example:
example.com/folder1/abc.html
example.com/folder2/abc.html
example.com/folder3/abc.html
is it legeal for search engine by having so many same "abc.html" urls?
I appreciate your help!

sorry, i forgot to mention: these "abc.html" files have different content.

no problem whatsoever.
for example these are both reasonable structures: example.com/red/widgets.html
example.com/blue/widgets.html
example.com/green/widgets.html or example.com/widgets/red.html
example.com/doohickeys/red.html
example.com/thingamabobs/red.html
