Really Strange UserAgent

I've been getting this in my access log a lot:
{ip} - - [09/Mar/2008:06:30:29 -0400] "GET /?rand=7.793232091380278e+25 HTTP/1.1" 200 26 "x-gadget:///wireless.html" "Mozilla/4.0 (compatible; MSIE 7.0; Windows NT 6.0; Mozilla/4.0 (compatible; MSIE 6.0; Windows NT 5.1; SV1) ; SLCC1; .NET CLR 2.0.50727; Media Center PC 5.0; .NET CLR 3.0.04506; .NET CLR 1.1.4322)"

What IS this? The referrer is 'x-gadget:///wireless.html', what's that all about? And notice the GET variable, rand? That doesn't exist. And the number in scientific notation that comes after rand, it is rand[om], its different every time. Is this some sort of crazy bot or something? Its easy enough to block, just check for $GET['rand'] and if it exists, see ya.

i've never seen window vista so i could only imagine:
