Should I resubmit my site after downtime?

Our site has been down due to to total inept web host.

Do we have to resubmit to se when the site is back up? When submitting the first time, we requested reindex auto at 30 days, but that's a long time.

How long has the site been unavailable? If it is a few hours or days, the search engines will pick up the re-established site quickly (although you may see a short-term downturn in rankings and referrals).

Longer than that, you should try to get some new inbound links to help restore the spidering of your site. Search engine submission is dead these days - there is no advantage trying.
