Streaming MP4 (H.264) is a streaming server needed to host files?

I am streaming MP4 (H.264) files to a digital video player box. Our engineer says MP4's are not technically "streamed" like flv files. Says the player probably encodes a "shell" around the file to simulate streaming (ie: playing before download complete) So my question is, since the MP4 is not really "streaming" do we still need a streaming server service or can we just host it on a regular file server? Obviously the costs differences are substantial. Thanks, - J
