You're right in guessing that they are two very different types. But I'd also add that we're probably not talking of "customers" at all.
What I've understood from looking at successful campaigns in the U.S. version of Twitter ads is that it's nothing like the Google Ads and it takes a different frame of mind.
Twitter ads are not great for selling stuff but they're great for engaging with people whom you might sell to some time in the future. And the most important factor is what happens after the initial promoted tweet - how is the engagement nurtured and converted.
