There's not much difference between Twitter users based on their location. Just go out and find and follow the people you find interesting?

It feels good to have a large number of followers but it doesn’t necessarily mean you are more valuable than the next. If you truly want to know if you have the right group of followers ask them a question and if you get a helpful response you are golden.
However if you are looking for raw numbers here are a couple of quick wins to start connecting with others outside of your normal network: 1) Participate in a hashtag and twitter q/a session such as #journchat and #DCTH. 2) Spend an extra hour tweeting/replying on Sunday to people in and out of your network.
Number two will get you a good share of spam accounts but we are speaking raw numbers here.

If you're looking for a following in a particular region, make sure your location is up in your twitter bio. This will get you followers from hyperlocal news sources and other local interest accounts. They'll find it easier to discover you, and they'll be more likely to decide your account is relevant to them (if it is).
I've got to agree with seranking though, raw numbers are pointless if you're not connecting with people.

You want to increase your follower location wise find this type of follower and follow them or retweet their tweet.Those people you have followed definitely he is following you back.

That's good advice to follow and retweet people in your region. However make sure you retweet on-topic and relevant things as your regular followers might get a bit annoyed if you constantly retweet other people's stuff and not come up with something interesting on your own :)
