It all depends on what you are marketing. If B2B, then the above advice is good. If you are marketing to consumers, then you have to find people that have tweeted about your product or service.

Trying to find relevant followers related to your biz line is also finding non related that could have interest in your range of offerings or could help your "product" web propagation.
