If you just want to search from the web you can use [search.twitter.com...] to search for topics. The best way to learn is to dive in ;-)

You look for people who write/talk/live the things you're interested in, and see if they tweet. If they do, you sign into twitter, find their twitter page(twitter.com/leolaporte for example) and click the follow button.

Do look at the various applications that are out there, both web-based and standalone; there's a lot of different features.

I think it is good idea to put Twitter id appeared on the user profile on each post that we can connect from that.

Hmm where did those little twitter icons go that were in each user's post profile? Am I going crazy? I don't see them anymore!

little twitter icons

There's work happening on the site right now, and things are coming and going. I can't imagine they won't be back in some form.
