If you just want to search from the web you can use [search.twitter.com...] to search for topics. The best way to learn is to dive in ;-)

You look for people who write/talk/live the things you're interested in, and see if they tweet. If they do, you sign into twitter, find their twitter page(twitter.com/leolaporte for example) and click the follow button.

Do look at the various applications that are out there, both web-based and standalone; there's a lot of different features.

I think it is good idea to put Twitter id appeared on the user profile on each post that we can connect from that.
