just like in many other fields, anyone can call themselves an SEO
there's probably only a few who actually know what they are doing
... compared to a great many who are selling an obsolete service.
you could search to see the number of results for SEO companies, but again the best wouldn't advertise themselves - leastways certainly not in a 'conventional' way

Well the research is something that i am creating for SEO's - so anyone trying SEO would count.
I am trying to get an idea of the volume of potential clients i can sell to.

I have heard that there are 9 million people in charge of commercial oriented websites. So, start with 9 million and work up from there.

According to wiki answers - the total number of commercial websites is 196,854,201 - so there would be more than 9 million people in charge of websites.
Wiki answers does not say where that data comes from which is annoying because i would expect the number to be more in the region you have given.

netcraft released figures that show there are abou 100 million active website domains in the world. [news.netcraft.com...]
Average domain ownership runs about 10 domains for every site/owner. (figures from enom). That leaves you around 9million active site owners.
