Higher PR with less web concent activity
Comparing 2 websites and their PR

We have 2 websites:
A corporate
A product service with a blog

The corporate website hardly changes over time (almost none). PR = 4
The product service sees many changes and update and a blog gets posted every 2 days. PR = 3

This difference in PR we don't understand

Update frequency has nothing to do with PR. PR is based on backlinks. It is a complicated formula based on the PR of sites that link to you. Some sites don't pass PR some pass more some pass less. You can't just look at number of backlinks. Google looks at all websites on the internet and cycles through them several times to come up with PR value.
