Lithuania is in RIPE and 31.nnn.nnn.nnn is also (primarily) RIPE so that tallies. The annoying thing is USA is gradually taking over RIPE IP blocks for hosting and generally renting them to undesirables.

Don't usually get much trouble from Lithuania.

An attack reported today on chemical research plants suggests a chinese hacker working through a US server.

Chinaweb uses US servers to experiment with "anti-virus" interception for UK talktalk.

Probably a helluvalot about. :(
