IP: 91.206.113.107
robots.txt: Yes

ASN Name: PEOPLE-AS (123people Internetservices GmbH)

As a log entry just prior to this was from a search at www.123people.nl for which went to the same page, I assuming that it is their bot.

FWIW, from last May:

91.206.113.63
Mozilla/5.0 (Windows; U; Windows NT 5.1; en-GB; rv:1.9.1.5) Gecko/20091102 Firefox/3.5.5
robots.txt? Yes

Then and now, whoiz shows: Austria 123people Internetservices (etc.). Looks like they're .com, .nl, .de, and who knows how many others. Nice to see that they (still) request/respect robots.txt.

The 91.206.16 range is a bit of a nuisance. I have several sub-ranges blocked. It seems to consist of /23 blocks throughout Europe.
