Note the domain is a SEDO parked page, usually not a good sign.

However, the owner of the IP address is a huge information company, wonder what this means if anything?

For me personally, I've merely expanded a denial of custom access for APNIC-Oceanic ranges that was established during 2002.
In addition to adding another UA.

FWIW, maybe a web expansion of their Lexis/Nexis products.
