Got this Agent coming from 9 different IPs in 2 seconds, out of IPs at Beyond The Network America, Inc. like, 209.9.169.*** .
Seems a bit uncool to pull down that many pages in such a short time.
Anyone have experience or info with this bot or range of IPs?

From what I can find from searches, it looks like a new LWP. Why it's being used is your mystery. Personally, I categorically block these agents and maintain a white list for access.

Net::Trackback is a library of functions used to make programs which send trackback pings to blogs. What you're probably seeing is an application searching your web page for URLs to ping. Since you've got hits coming from different IPs, it's most likely a spammer looking to send spam pings.
If your site does not support trackbacks, you can just block this user agent. If it does, you may want to block it anyway to avoid the spam. :)
