|SEO of 20 mirror sites|

I am going to be working on link building / off site seo for 20 [ThePirateBay.se...] mirror sites.
a) The domains were registered 2-3 months ago, and only one of the websites is indexed by Goolge (there was three of them several weeks ago, but it looks like they were taken out of the search engine results etc). Also the only website that is showing 3,180,000 pages indexed ("site:domain-name.com"), and not it is only 1,560,000.
b) All websites look like they are hosted on different IPs, which is good
c) I was going to add all websites to a Google Webmaster Tools account, but I am not sure if this is a good idea, since working on mirrors / duplicate content websites is against Google Webmaster Guidelines etc. In the end, they would associate all 20 websites with one webmaster, and could penalize all of them based on that information etc. It looks like they are penalized right now anyway. One more thing is that all 20 websites have the same Google Analytics code / account, so they can associate the websites with each other by that element too.
I have quite extensive knowledge about link building / off site seo, but I am not sure how to approach link building for these 20 mirror sites. Another thing with this project is, that it would be good if the websites would be ranking in the UK, so it is more like a local link building, specific to the UK etc (this is where The Pirate Bay is blocked, and this is where most visitors would be coming from etc; not from the USA, where the original site is working, for example).
Do you have an idea what to do in this situation. I guess it would be good to get all the websites indexed, and make sure they are going to stay indexed etc. Would you add all websites to Google Webmaster Tools and submit sitemaps or not? What else would you do, in order to generate the best possible results with this type of project?

I actually have a list of 116 similar sites, and 20 of them are not indexed by Google. The remaining 96 is, which is good. 17 of them are showing more than 1,000,000 pages in Google results.
