Changing content on high PR pages

I have a noob SEO question: I have a page on my site that has high PR (it was on the front page of Digg a couple of months ago). However, this page does not have any of the keywords I want to rank well for or links to the parts of my site that matter.

Question: From an SEO perspective:
a) Changing this page -- is that considered bad by the search engines ?
b) Will it have a positive effect on my SEO efforts (i.e. will it drive more traffic to that page -- or to my linked pages?)

Change is good, google likes fresh content.
I wouldnt change the keywords drastically though, keep them in a similar topic.
