I would appreciate some feedback on whether this would be viewed by the SE's as keyword stuffing. Example would be:

Left Navigation

Destinations:
New York Widgets
Miami Widgets
Boston Widgets
Los Angelese Widgets
Chicago Widgets

Does using the keyword "Widgets" in the link text considered keyword stuffing, since there is minimal other text on the page or would it be better to just list each city?

Thanks,
PM

Yes, it can be seen as keyword stuffing if it's done to excess. For instance, in Googe, this kind of thing has been suspected as triggering the -950 penalty [webmasterworld.com].
