How many times per hour can I usually request the RSS feeds of universities and similar important institutions without getting banned?
I want to deliver the content as fast as possible to Google and my users.

There is no set rule for that. Some servers may set limits or ban users who poll them too frequently. You could either ask the feed managers directly or see if they are running PubSubHubbub which would provide you with pushed notifications of RSS/Atom feed updates.
