Hi,
I would like to know what is the best way to publish news feeds headlines from other sites in mine.
Do you know if just the use of simple xml of php is enough or there is some php library that is better?

There are many out there. We've had people recommend the open source Magpie as one method of getting feeds on your site.
Use the site search. There are a bunch of threads about this topic.
