Check RSS Time Zone

Hi, I am parsing a few RSS feeds, and running into problems with the publication date and time. basically all I am able to do is grab the set time, which may or may not be in line with the time zone my site is listed in. Is there a way to either check the server time zone the rss feed is on, or the time zone of the feed? I am able to define the time zone of my date and time stamps, but often that converts the incoming time to the wrong time. Any help would be appreciated.

RSS feeds would correspond to the GMT/UTC time (RFC 822 format) and any offset would be set in the <pubDate>.
