Creating RSS feed directory

Does anyone know if there is software out there to create a directory site? like bloglines,feedburner, etc? Where people can go and view / browse feeds and subscribe?

Entire systems like that are the work of custom programming and private development. I don't think you'll have much luck finding a pre-made system like that to create an entire directory. You could however look into integrating a CMS with some other database tools to create something similar. Most CMS systems have feed aggregator modules included in them nowadays, so that's a start.

IE7 will support RSS feeds, but to answer userprovoked's initial question, the only way to go about it is really to build out a proprietary technology to become a feed directory.

Because there are so many established RSS directories/aggregators/etc, it may just be easier to use their technology as opposed to developing your own.
