Entire systems like that are the work of custom programming and private development. I don't think you'll have much luck finding a pre-made system like that to create an entire directory. You could however look into integrating a CMS with some other database tools to create something similar. IE7 will support RSS feeds, but to answer userprovoked's initial question, the only way to go about it is really to build out a proprietary technology to become a feed directory.
Because there are so many established RSS directories/aggregators/etc, it may just be easier to use their technology as opposed to developing your own.
