| Different news clippings for different pages of my site

I am in the process of building this site and have no idea where to go from here. I have a contractor's site and they would like to have an rss feed from each state for each page coresponding. So on the
Alaska page they would like to have a feed that shows alaska news, on the wyoming page they would like to have wyoming news. The states all have a newspaper that is online that has an RSS feed so I know the news is out there, but is it possible to accomplish this on the site? Where do I start? I don't know what software to use, what I would need, etc. Oh....and it is a static site. Thanks so much for your help!

This is very easy! Learn yourself some PHP, get yourself a book, and about a month after work each day just learning! Start off with this book, it's the first one I ever read: [peachpit.com...]
