Mobile or regular sitemap?
best practice for smartphone oriented sites

I have been seeing different opinions and read the google webmaster blogs posts but still don't have a definite answer.

2 scenarios:

1. We have a site aimed at smartphones. It does work when you surf through regular web browser but won't be any good for older phones. Should we submit regular or mobile XML sitemaps?

2. We have a regular desktop site and a mobile version of the site (m.example.com) but which is not 1:1 to the desktop, meaning we don't have a mobile page for each desktop page. Again, the mobile version is aimed for smartphones (haven't really tested how it looks on older phones)
a. Should we submit mobile / regular sitemap for the mobile version of the site?
b. How should the redirect be handled? Say you reach example.com/a.html with a smartphone (we use user agent for the detection) - should we implement 301 / 302 to m.example.com?

Thanks in advance for the help on this, like I said - tried searching for this but couldn't get a definite answer. (mainly since when google refers to "mobile" sites they refer to old mobile phones)
