disallowing a 'staging server'

My company's site resides at www.domain.net

We also have a 'staging server' where we upload new files and changes, which is just acessed with an ip address. When we are finished with our updates, we post changes which copies the staging server over to the live server.

We did a design change recently and there might have been some files copied to the live server with internal links pointing to the ip address of the staging server. Now google has started to index the staging server. Obviously we do not want this, as it is a mirror copy and would result in duplicate content. How can we disallow the staging server from being indexed?

robots.txt and possibly IP filtering (only allowing select testers in) at the firewall (software ot hardware).

Using the firewall is safer too, for possibly "unfinished" code.
